- Section 58 of the Withdrawal of the UK from the EU (Consequential Provisions) Act 2019. If s.58 is commenced a minimum Euro threshold will be introduced under the Retail Export Scheme (a scheme which allows qualifying travellers (being tourists resident outside the EU) to claim a refund of VAT charged on goods purchased in Ireland) which would have serious adverse consequences for Fexco's tax refund business.
