- The current Exchequer C4 funding streams which provides top slice funding to the National Forum does not allow either the HEA or the National Forum, to include the HECA member HEIs in the participation and collaboration of National Forum projects to enhance national teaching and learning. Previously HECA member HEIs were able to participate as well as receive funding for the National Forum Seminar Series.
- HECA inclusion in the National Skills Council addresses a significant omission of the expertise of the majority of private HEIs. The private HE sector has provided innovative and responsive skills over the last few decades and positively collaborated and cooperated with DFHERIS in addressing the national COVID-19 HE needs. It is essential that the government continue to strengthen existing partnerships and recommit to working together to address the current and future skills needs of the country
- Currently, most students in HECA member HEIs are unable to avail of either the SUSI or FSD. The proposed amendment provides an opportunity for students attending HECA member HEIs who are awarded designated institutions of higher education status under the HEA Bill to access SUSI and FSD.
