- Challenges facing Section HSE funded 39 organisations including issues with service provision i.e., funding deficits regarding enhanced need of service users and transport shortfalls and salaries of employees in Section 39 agencies verses HSE/S38agencies, resulting in major issues maintaining quality service provision and in recruitment and retention of staff which in turn has potential negative impact on the quality of services to people with disabilities

Economic Development and Industry
- Securing funding for large infrastructure programmes (such as the URDF funded Carlow Town Centre Development) is a complex and time-consuming process – as is drawing down this funding. We need to ensure that our Local Authority is adequately resourced to secure whatever additional funding may be available.
- We must remain focused on securing a suitable FDI tenant for the IDA building located on the old Dublin Road which has been vacant for some time. As a county we are still far behind our neighbouring counties in terms of FDI levels – and we need to continue to push for more focus on Carlow as a great place to live, work and do business.
- There needs to be further strengthening of public transport, to facilitate greater county-wide connectivity, and inter-county connectivity. We also need to see Waterford Airport runway extended so it can become a commercially viable airport and key link in the economic development of the South East region. While Carlow has good road links to Dublin, Kilkenny, Waterford and even the Europort in Wexford, we need better road connectivity for towns like Tullow.
- Energy costs have a large impact on productivity and efficiency – we need to ensure that government address this area in practical and meaningful ways.
- SETU is a stimulant to the success of our county as it provides a skilled workforce and opportunities for collaboration. We need to ensure that the Carlow campus continues to grow and thrive. Employees need housing and transport options – we need to ensure that there is access to transport options and a plan for the delivery of suitable housing within the county to meet the needs of the growing population.
- Costs of doing business have risen significantly. Government policy in terms of minimum wage, various forms of leave, auto-enrolment for pensions etc have very real impacts for businesses, not only adding to costs, but to the administration burden on small businesses
- The cost of doing business continue to increase and over the last while we have seen many cost headings increase (including energy, minimum wage, sick pay etc.) Along with this there is a administrative cost to SME's in adhering to all of the new regulations (around HR, safety, sustainability etc)
- FDI investment is vital to the growth of any area. Carlow has not traditionally had a high level of FDI investment and this needs to change if we are to secure the economic growth and stability of the county. The Chamber is happy to support the IDA in any way possible - but needs greater collaboration
