Deputy Ciarán Ahern asked the Minister for Transport if, in his deliberations with officials in his Department concerning the lifting of the passenger cap at Dublin Airport, concerns around gaps in airspace oversight, reporting and governance were discussed, particularly in the context of non-cooperative or unidentified aerial observations that may not appear on conventional surveillance systems; if he agrees that Ireland currently lacks clear, mandatory, standardised reporting procedures for anomalous or non-cooperative aerial observations by flight crews; if so, the steps he is taking to remedy this gap; if he will commit to ensuring that reporting procedures, oversight mechanisms and accountability structures are in place before a potential lifting of the passenger cap at Dublin Airport; and if he will make a statement on the matter.
